Information and Communication Technologies (ICT)

Depending on the people, the term "ICT" refers to all old and new technologies that enable the storage and transportation of information whereas for others the term refers to electronic media, in particular the Internet and telephones. The discussion of ICTs in relation to development is particularly heated because it is assumed that electronic information technology will enable the developing countries and areas to take a big forward leap in development. The question is "can ICTs really contribute to economic growth and sustainable development?"

The "digital divide" refers to the gap between those who have both access and training to use computers and the Internet and those who do not. However, it is not at all clear in the litterature if bridging the digital divide will help enonomic and social progress or if it is simply a consequence of the latter. Note that there are other divides more important than the digital divide, such as the divide in access to medical treatment or education.

The "Fourth World" is not "exploited", it is "irrelevant" (Castells, M. (1998). The Information Age: Economy, Society and Culture. Vols. 1-3. Blackwell: Oxford.). This could be source of criminal activity.

"Leadfrogging" is seen as a way to take advantage of ICT to attain a level of development at a faster pace. One example is Estonia. However, leadfrogging can only happen if there is the right political, social and educational environment. The World Employment Report of 2001 (on the web), subtitled “Life at Work in the Information Age”, emphasized that literacy and education cannot be leapfrogged.

ICT are tools for distributing content. It is the content that should drive the discussions. Computer literacy is not a goal as such. However, computers are good learning tools for young people in particular, not only because of the attraction to the novelty, but also because computers hold a lot of information for curious children.

Telemedicine, particularly in the aid for diagnostics and the assistance in interventions, seems to be promising too.
